Upon further review, Mat Latos will be awarded to the Tigers. Although the order of waiving players to get under cap and bidding is typically inconsequential, in this case, bidding occurred before 24 hours were reached, yet the players were waived after the 24-hour mark. As a result, the Tigers win Latos, but the Padres will not be penalized and he will have the option to pull back the players he just waived.
From this point forward, I will be strict about this. You CANNOT have more money in bids than allotted. If you bid over the cap limit, you will be told to remove your most recent bid immediately.
