I'm not proposing any radical change but I just wanted to hear some people's thoughts on if we structured the system differently.
What if instead of a successful waiver claim dropping you to the 30th spot, what if it dropped you x number of spots down the order?
I have no real opinion on this so let's see what y'all think.

Your idea behind it is to help crappy teams get better and more competitive but those teams have a lot of cash for free Agency and buy all stars. It makes no sense to keep giving garbage teams an advantage

It's not a bad idea. I think lots of people hold on to their claims for fear of dropping to 30th. This makes it less all-or-nothing. I also don't feel too strongly about it.

it's not crappy teams that it hurts, it's frequent waiver users. if we want to get really complicated, we could split it between American League and National League, then whichever team at the top (if there's a tie ex #3 on each side claims, that has the worse record gets priority. I didn't do any research on it, just thought of that now, but might make it more interesting and draw more bidders.
