2018 League Rule Updates

I'll be editing the league rules to match this, plus doing some edits that need to be done based on other rulings. Mike's stuck in school, so I'm just posting these to save him time.
2018 Rules Update:
Cash Transactions In Trades/Rostering Changes
- All prospects will now cost 100K. There is no longer a prospect penalty. This cost is not considered a salary, it is a storage cost for all prospects and cannot be paid down.
- Future seasons (starting in 2019) have a hard cap set at 140M. Future cap will be calculated as: Salaries + Prospect cost + release penalties + potential extensions. Players that are in arbitration (years 4-6) will not count against the future cap as they do not have a salary. You must have the future hard cap space available starting in 2019 to take an extension this year or next.
- Current year cash can no longer be dealt for future cash. This doesn't happen in real life, and to be honest it's one of the larger cap loopholes that we have in this league.
- Future cash in trades can only be used to cover a salary in that trade. Again, prospect fees are not considered salary so prospects and picks can no longer be dealt for a future cash payment. As long as a team has enough current year cap, there is no restriction on that type of deal for current year cap. Players that are year 4-6 cannot have future salary covered, as their salaries are TBD and do not count towards the hard cap. Players that are year 6 going to year 7 can have cash applied so long as they have a contract going forward IRL. That contract extension must be officially accepted in ODC for the cash to be applied. Once accepted with cash applied, the decision is final. An example of this is Anthony Rizzo's extension.
- Cash moved in a trade will first be applied to a salary in that trade. When posting trades, you no longer have to post where you want cash applied. A payment will be processed as a date and trade (possibly with a link to said trade), then with the full amount paid in that trade as a single line item. Cash in excess of salary that's being received will be posted as a credit on the receiving team's adjustment area.
- Example of trade posting format: (Loosely...the important part for cash is to total the amount. As long as the player info and cash moved is clear, you can continue to post in the manner you've been using. I'm using my own in this example.)
Royals receive:
Max Scherzer, SP, WAS - 24M
30M in 2018
Indians receive:
Prospect
Prospect
Steve Cishek, RP, MIA - .6M, .6M, .6M
.6M in 2019
In this case, Scherzer's salary would go to $0, and the Royals would get a 6M credit in their adjustments area for 2018. The Indians would see a 30M payment in their adjustments area. The Royals cannot pay more than Cishek's 600K salary in 2019, despite receiving two prospects totaling another 600K in prospect charges.
When posting trades, do not just list a player's salary as PAID. Also just use a net amount when cash is moving in both directions. An example of both players being "paid" with no excess cash moving..i.e. a cap neutral deal:
Royals receive:
Player X, OF - 6M
Indians receive:
Player Y, 2B - 3M
3M in 2018
In this example, Both salaries are being paid in full, but since the Royals are moving the most expensive player, they are covering more salary. This is shown by the Indians receiving an extra 3M. In short, the team that is receiving the most cash is the side of the trade that should have the cash noted.
Other Rule Updates
- Only one "Nomination" player claim may be made per 24 hour period by an owner. You may still post as many normal claims as you'd like, as long as they're spaced 5 mins apart on new player posts. You may still claim on any posted player without any regard for time otherwise.
- The Rule 5 draft will be a 3 round snake starting this year. Scheduling on when each round will be done is TBD.
- Teams will be allowed to sign a total of 10 Lump Sum IFA's each season starting at the changeover for 2018. There are no designated IFA period as there has been in the past. A season is defined as the period from changeover to the next roster changeover. IFA's may be signed at any time once they've signed IRL, for both FA IFA's and Lump Sum.
