If you draft a prospect, and he hasn't debuted in the minors yet, waiving him will make him available in the current and future draft so long as he's part of the MLB draft process
Example: I draft Jared Horn, and he hasn't debuted in the minors yet, then waive him immediately right after picking him. He is available to be drafted again in the current and future draft.
Example: I draft Carter Stewart, who's headed to Japan, then waive him when he gets kidnapped by the Yakuza. He reappears, then declares himself for the MLB draft (just go with it). He is eligible to be repicked.
Counter Example: Carter Stewart decides to sign as a FA after coming back from Japan; he is no longer eligible to be part of the ODC draft as he isn't part of the MLB draft process
Example: I draft Jimmy Lewis, who doesn't sign and goes to college. I waive him, and when he's a junior again, he enters the draft. He's eligible to be drafted.
If you draft a prospect, then he debuts in the minors, then you waive him, he will be eligible for the Rule V draft.
This goes for International Prospects too. The moment they debut, they're no longer eligible to be signed and must be picked in the Rule V Draft.

No Comp picks for FA this year We're working on having them reinstalled for next year, and we will give an update in the offseason.
Rule V Picks can't be traded until the playoffs. Again, we're reworking this, and we expect to announce that Rule V picks will be able to be traded year round in the offseason.
In the future, all rule changes will be announced here, and reflected on the League Rules Page.

Send Down Waiver Process (in-season) When sending down a (1) to your farm, they have to clear waivers for 24 hours before being sent down. A team has 24 hours to claim that player, you may revoke them, only within that 24 hour period.
