We're proposing an idea where the entire IFA bidding system with money is abolished, and will be rolled into the annual rule V draft. The current IFA system is messy, and is unclear for a lot of people given that halfway through the bidding season, salary cap resets.
In the new format, the Rule V draft will be held late Winter around January, with FA being bumped up to early November.
The draft will expand to 4 rounds, no snake (worst picks first for each round), and IFA signees from the previous year can be drafted along with MILB players.
For instance, next year, when the July 2020 period rolls around, IFA's can't be signed. They must be drafted in the following rule v Draft, will be held on January 2021, and the draft will conclude before the start of the MILB season.
