Effective immediately these rules will become enforced:
1) Teams are allowed 50 prospects. For every additional prospect the team will be charged .2M to their overall payroll.
2) There will be a Rule 5 draft for all prospects unowned and drafted in 2010 or any previous draft. Date will be set at a later time. It will be operate under the rules that all teams have a deadline to submit list of players and a LM with check over those lists and determine winners of claim. Multiples claims on player will be decided by picking a number 1-10
3) All undrafted players from the 2011 On-Deck Circle Amateur Draft will belong to the organization whos MLB team drafted them during the official 2011 MLB Amateur Draft. Teams will post unwanted draftees in a thread added at a date determined later.
4) Unwanted draftees will be posted on a thread label "Unwanted 2011 Draftees." These players are available by waiver. The 2012 draft order will be the waiver order. A team will move to the back of the line once a selection is made.
