As a result of David Price not signing a contract extension the Tigers agree to send the Cubs the following picks:
Phillies 2015 3rd - 3.19 Indians 2015 5th - 5.11
And the Cubs agree to send the free agent rights to David Price to the Tigers

Just to clear this up:
Psych explicitly stated in his acceptance that he was trading Price's hometown discount rights. Of course, he wouldn't trade HTD rights and a 1st round/2nd round pick for a 3rd rounder and a 5th rounder, especially when the original deal was with a clause that Cubs would receive two picks if Price didn't resign (HTD clause excluded). Therefore, Tigers doesn't own the compensation draft pick for Price, only HTD rights.
