These rankings will be based off of the 2015 rosters of teams in On-Deck Circle. The outlook for the 2015 season will be the main factor in ranking the teams. There will be thirty teams that are ranked, starting from #30 and ending at #1.
30) Toronto Blue Jays After posting the league's worst record, at 51-213-30, the Toronto Blue Jays managed to get worse this offseason. The team is obviously in a rebuilding mode, but is led by infielder and journeyman Yangervis Solarte. Rene Rivera and Juan Lagares will also be a part of the 2015 team. It is highly likely that the team will see another first overall pick in its near future. The team does have young prospects Tyler Glasnow and Sean Manaea to look forward too, but the 2015 season will not be a fun one for Canada's only team.
29) Los Angeles Angels The Los Angeles Angels have fallen down to 29th. They finished with a 154-118-22 record, and now, they could finish with 100 less wins. The team has sophomore catcher Christian Vazquez, but not much else. Cody Ross, Chris Capuano, and Scott Baker could see bounceback campaigns, but it is unlikely. The team has slightly more upside than Toronto, but it is possible that they could be overtaken.
28) New York Yankees
The New York Yankees and Toronto Blue Jays make the AL East one of the weakest divisions in the league. A possible rebound season from J.B. Shuck and another solid season from Brian Matusz should bring the Yankees above the Blue Jays and Angels. Daniel Descalso and David Lough will also represent major leaguers who could bring at bats to the team. Alex Claudio and Alex Dickerson could also make contributions at the major league level.

27) Cardinals Nick Markakis, Jon Schoop, and David Freese lead the offense... but with no starting pitching options, the Cardinals are slotted as the worst team that has major league players. Eddie Butler and Dalton Pomey could each make an impact in 2015, but it appears unlikely that any other players will see much time at the major league level. They also lost someone named Bryce.
26) Mariners Anthony Rizzo is the star. There is a supporting cast of Jake Odorizzi, Jurickson Profar (still hurt), Odrisamer Despaigne, and Joe Panik. I wouldn't expect much out of this team. There are some solid players, but there is a major lack of depth, and cap room, with the Mariners. I wouldn't expect them to be able to have a great season in the standings. They added a couple solid prospects when they lost Manny Machado... but nothing too close to the majors.
25) Reds Matt Kemp was arguably the best player in baseball during the second half last season. The two-time all-star hit .287/.346/.506 with 25 home runs on the season, with 17 during the second half. Young shortstop Danny Santana and outfielder Dexter Fowler should also prove key contributors next season. Ryan Vogelsong and Edinson Volquez figure to eat innings and perform well in the major league rotation. Robbie Ray, Mark Appel, and C.J. Edwards could easily fill out the rest of the starting pitching staff. The bullpen features two solid pieces: Casey Janssen and Brett Cecil. The two free agent signings should bring the Reds some wins in the saves category, provided that Janssen latches on for a closer role somewhere, and Cecil holds down the fort in Toronto.
