The basic problem here is that there is no real way to account for maybe half of all international free agents. (Albeit, this half isn't as strong as the other half)
All of the players under 24 with no experience in other professional leagues (ex. CNS) signed in between August 2nd and April 6th of this year are pretty much unaccessible besides in the Rule V Draft. I highly doubt anyone wants to use their rule V picks to draft a $50,000 bonus signee from last December playing in the DSL.
Apparently, the deadline for submitting players was a while back. Unfortunately though, nobody besides player agents and a select few in the industry knew about these players or deals until very recently. Seeing as how it is impossible to go back in time to submit these players, why not just submit them all in the near future to account for all of them?
It's not like these are big signings. They're not the Yasmany Tomas'es or Rusney Castillo's of the world. I guess I propose that they can be submitted in the near future and then they'll be open to bidding. It's not like this will take long term planning. They're 100k pieces with little coverage. All it takes is some research and you'll know if you want to bid or not. Really not a difficult process.
A small change, but one that would make sense given the size of this league's minor league rosters.

They are covered. Rule V draft gets them, or if they debut without being drafted they go through the waiver system. Pretty simple.

Except that they could've been free agents if someone had proposed them, bringing you back in a circle to where I said "Apparently, the deadline for submitting players was a while back. You get 2 Rule 5 picks per year. From what I saw, they were selling for about $2M each. Again, as I stated above, " I highly doubt anyone wants to use their rule V picks to draft a $50,000 bonus signee from last December playing in the DSL. " That player if bid upon, would never come close to $2M.

Because we already have a system in place that catches these guys and if we change every time someone gets disgruntled with some random aspect that doesn't benefit them, we'll never have a concrete set of rules.

And I'd argue that after they've played or been eligible to play for a full season that they're also not eligible to be nominated. As you said, it's confusing and that would simplify, wouldn't it?

You didn't have a concrete set of rules in the first place! You literally told me you were making this stuff up as you go.
And it wouldn't just benefit me. It would benefit anyone that actually chooses to put in some time and learn about players.
Also, since when did change become a bad thing? It's a pretty broken system, hence me bringing all of this up.

None of the guys I'm talking about have played a season of professional baseball. I agree that they can't be nominated after playing in an MLB affiliated game.
